When an actor proposes a consequential action, the interlock verifies the action against its operational evidence before it proceeds. Valid evidence passes through. A missing or tampered record is intercepted with structured guidance.

The technical artifact that carries the evidence.
The portable artifact that travels with the action. Binds actor, action, policy context, evidence commitments, and result at issuance time. Verifiers re-check the artifact independently, later, using retained verification material.

The self-contained customer-held bundle. The record, the canonical payload it commits to, retained verification material, and an offline verifier, packaged for long-horizon audit, replay, and partner assurance workflows.

Local verification without a live GeoClear dependency.
Drop a bundle into the offline verifier and confirm the record locally. No live call to GeoClear is required in the verification path. Works from a USB stick. Works with Wi-Fi off.

Where the customer retains operational evidence.
The customer holds operational evidence, verification material, and evidence bundles for audit, review, and later local verification. The evidence stays with the customer, not the vendor.

Policy modes
Customer-computed · Minimized evaluation · Customer-controlled boundary.
Policy can run where the customer needs it to run. Mode C (Customer-computed): the customer computes the policy result locally and GeoClear binds + signs the result. Mode B (Minimized evaluation): GeoClear evaluates only customer-approved minimized attributes. Mode A (Customer-controlled boundary): GeoClear runs inside a customer-controlled or authorized integrator-managed environment.
