Coverage = % of Census 2020 housing units matched.
A "full" state has a NAD point for ≥90% of housing units. "Gap-fill" states had
sparse NAD coverage in specific counties; additional address points were merged from
a supplemental dataset to close those gaps. All enrichment fields — flood zone, census
tract, coordinates, risk scores — are available on every matched address regardless of
coverage tier.
